A Guidebook for Building Safe and Gender-Based
Violence-Responsive Communities i
n the fight against gender-based violence (GBV),
community trust in reporting and response
systems is important. The Access to Gender
Justice Guidebook offers four modules designed
to empower barangay duty-bearers and
community-based organization in their critical
roles as frontliners.

This revised 2024 edition of the BDP-PLA, draws
on the extensive experience of the IPG and the
Barangay Bayan Governance Consortium (known
as the BATMAN Consortium). Collaboration with
Pasig City’s CSO Desk has enriched the manual
with insights from local communities, civil society
organizations, and urban local government units. It
serves as a practical resource, detailing processes
and tools for BP-PLA, including the conceptual and
legal framework, steps and tools, planning and
budgeting and sample training designs.

Aims to help empower Civil Society Organizations
(CSOs) to understand and claim their power in
governance by exploring the legal frameworks and
mechanisms for participatory governance in the
Philippines, It emphasizes the importance of
transforming power relations through meaningful
engagement and equipping individuals with
essential skills. By showcasing innovative
practices, this manual hopes to inspire citizens to
actively participate in shaping their communities
and achieving a better life for all.

This guide and toolkit offer comprehensive
resources for candidate development,
emphasizing data-driven campaign strategies,
constituency engagement, and effective
machinery building focused on community issues
and platforms. It also provides Insights into
strategic communication and resource
mobilization, equipping candidates and campaign
teams with the tools they need for their electoral
engagements.

This Toolkit narrates the story of IPG’s journey with
our local partners in creating a more human,
holistic, programmatic, and community-based
response for people who use drugs. Through this
toolkit we hope to equip and inspire other LGUs,
CSOs, and communities to design and implement
their own community-based interventions guided
by the principles of human rights and public
health.
