From 1994, it has harnessed the broad general welfare and civil society participation mandates of the Code and worked in furthering good governance and meaningful autonomy at the local level.

Our Mission

As an institution, IP’s mission is to capacitate and empower civil society organizations to enable them to engage in local governance in pursuit of social and national transformation and development; advocate for political and social reforms that impact on the lives of the marginalized; enhance meaningful participation in governance of all stakeholders, especially the marginalized; support local government officials who are committed to accountable, responsive, and inclusive governance; and, provide a forum for sharing insights and experiences in the arena of community development.

Our Vision

IPG envisions a Philippine society where a modernizing, equitable, sustainable, and participatory local governance is thriving; the poor and marginalized are organized and empowered to autonomously pursue the resolution of their issues within the framework of inclusive social development; and within a social and political context characterized by democratic pluralism, enabling electoral system, and culture that strengthens respect for human rights and the rule of law.
